Mega Swampert
Mega Swampert is a water type mega evolution that had made its debut in Pokemon Omega Ruby Alpha Sapphire. Mega Swampert uses the swift swim ability, which doubles its speed during periods of Heavy Rain, but this does not affect the same turn in which the weather changes to Heavy Rain. If you ask me then it’s a mega evolution and I would give a go-ahead for Mega Swampert simply by that only but yes to make your choice have a look at its Moveset, Stats, Abilities, Strength, Weakness among other details.

How To Evolve?
The pokemon evolves from Marshtomp starting at the 36th level. It is the final form of Mudkip. The Swampert Pokemon can Mega Evolve into Mega Swampert using the Swampertile.
How Much Useful Is My Swampert?
Although the Pokemon Swampert has good Water- and Ground-type moves, other Pokemon do those roles better. Mudkip pokemon’s Community Day blessed Swampert pokemon with access to the extremely powerful Hydro Cannon, which makes it the top non-legendary Water-type attacker in the game.
After undergoing Mega Evolution, Mega Swampert pokemon takes on a much different appearance. The pokemon appears to be bipedal with a significant increase in muscle mass throughout, most notably in its arms and torso. Their head fins are streamlined and there are now three instead of two. Mega Swampert pokemon’s face whiskers extend outward from its cheeks, forming three sets of horn-like spikes on the sides and the fourth set of smaller, horn-like spikes facing down.
Swampert pokemon is ground and water-type Pokemon. ground type pokemon are strong against fire, electric, poison, rock, steel pokemon but it is weak against grass, bug pokemon. They are not affected by flying type pokemon.
