Literally talking I don’t think Sunkern Evolution is a thing untill you are going for a shiny one as the Moveset, Stats, Abilities, seems more of on strength side and not on weakness side.
Sunkern is a Grass-type Pokémon that was introduced in Generation II. Most part of its skin is colored in yellow. It has two big circular black eyes with white pupils in them and a small mouth. Its shape looks like a seed except it has triangular spikes on the circumference of its head. And in between these spikes, a small sprout is planted in it. Mostly, this sprout has two leaves. You can clearly see two thick stripes of brown color crossing through its eyes and another triangular stripe located below its mouth. Sunkern diet includes only dew which is present under the leaves of the plants. Mainly, it feeds on the dew in the morning. Its growth rate is pretty slow. This is why their population doesn’t increase rapidly. You have to wait for the cold summer to pass. After that, we can witness a blast in their population. Primarily, they are found in meadows.

How Much Useful Is My Sunkern?
Sunkern is one of the weakest Pokémon in the franchise’s history. In Grass-type Pokemon, it has the lowest HP of 30 and the resultant of its overall base stat is also quite low. It also shares the record of having the lowest Defense stat with Lotad. Plus, it sacrifices its entire life for the evolution process to initiate. One look at its base stats is enough to explain its weak nature.
A much shinier version of Sunkern has already been introduced in the Pokemon Gold and Silver game. Many experts in the Pokemon universe believe that its shape is quite similar to a shooting sunflower seed. While the Moveset and stats seems on better edge for the shiny Sunkern, which somehow brings down its weakness.
However, it has some important abilities under its belt. The first one is Chlorophyll. It doubles-up its speed when it exposes itself to the sunlight. Solar Power boosts up its Special Attack by 50% but it also reduces its HP by 1/8th the max HP on every turn. And its hidden ability is Early Bird. Whenever it gets lost in the Sleep state, this ability quickly wakes it up from a nap.
